Background Herpetological Society DE FRANCE (SHF), founded in March 1971, for main objectives of facilitating relations between herpetologists in French, to raise awareness of reptiles, amphibians and their role in natural balance, contributing to a better knowledge of the French fauna and its distribution, protection of species and their environment. As part of the establishment of several national projects on conservation and learning about amphibians and reptiles (National Action Plans, followed temporal amphibians and reptiles ...), SHF recruiting a technical adviser.

Missions The incumbent, in charge of HFS, will be responsible for:

- Develop and conduct various programs (action plans, managing the network monitoring amphibian populations and reptiles, participatory science, expert herpetological ...) and monitor projects in their various aspects (technical, financial, administrative and communication).
- Establish partnerships with public, private and voluntary, technically and financially.
Participate in community life (animation website, communication, celebration of nature, congresses, etc.).

Honduras is debate in economic crisis, social and political leadership since the coup that ousted President Manuel Zelaya in June 2009. Despite the image of "peaceful country and standardized" than the current government of Porfirio Lobo tries to project internationally, organizations that integrate the Platform of Human Rights in Honduras continue to denounce the constant violations of human rights and have installed a "truth commission" to clarify the abuses committed since the coup.

Houtart, priest, sociologist, member of the International Council of World Social Forum is also a member of the Truth Commission. In this interview given to Opera Mundi, it analyzes the difficult situation facing Honduras. The Belgian sociologist believes that consolidation of draft overhaul of FNRP (National Front for Popular Resistance) could involve an increase in repression and that the United States government is no stranger to this situation. According to him, he wants to reposition itself in the Latin American region, the coup in Honduras is an important piece this strategy.

GT: Seventeen months after the coup in Honduras, how do you see the situation of human rights in this country?

FH: It does not improve. It is getting worse even with the difficult social and economic situation. We know that the coup was led by a traditional oligarchy opposed to the change process. She refuses to lose its privileges. Now it holds back the power and it controls the politics and economics, she refuses any other advanced society. All those who try to fight are seen as enemies to kill. It does not happen next week without victims. We still live a very tense situation.

GT: What is the role of the Truth Commission in a context so complicated?

FH: The objectives of the committee are to investigate human rights violations from the coup, the history of the latter, its consequences on the actors who were behind this event. And finally, to investigate the overall context of the country because we can understand these facts without knowing the social, economic and political development of Honduras. FH : Cela fait partie de la logique politique des Etats-Unis. Ils ont condamné le coup d’État comme méthode mais pas comme objectif : stopper les processus de changement en cours. GT: What role did the coup in Honduras in the region?

FH: Honduras was the most fragile of all the countries that are processing. So a warning to the entire continent and we have observed in several suites. When a country refuses to align with the North American policies and local oligarchies, there is not military intervention as in the past, but which are based destabilization on new methods and instruments.

GT: The issue of Obama's role in the coup in Honduras is posed by some. What do you think?

FH: When you look at his foreign policy, there is no doubt that this is a continuity with the previous period. The style may differ, not the substance. The case of Honduras provides a clear illustration.

GT: It also says that the U.S. has many problems in the Middle East and in Latin America this time is not a priority.

FH: The Latin American continent always retain a great importance to the United States, the control is necessary. It is obvious that the processes of Latin American unity much concern. This is for the United States, a long-term threat to the continuity of the system and their interests.

GT: In the case of Honduras, is that such a system change that most concerns the United States?

FH: In part, yes. But most important is the accession of Honduras to the Bolivarian Alliance of the Peoples of America (Alba). From the perspective of the United States, it was a bad signal to other countries in the Central American region and that is why they decided to intervene.

GT: The formation process FNRP in Honduras is unprecedented in the region. Do you think that the Front will achieve the goal to reestablish the country?

FH: It is an organized resistance by grassroots movements and it is something very innovative. I think expected to achieve its objectives as it will maintain the unity of all sectors and that sooner or later he may find a translation into the political arena to promote structural reform of the state.

GT: A rise of FNRP it may involve more repression?

FH: There is no doubt. The government believes that people will get tired and that the resistance will disappear gradually. If this does not happen, as I believe it will be written a scenario of violence very disturbing.

FH: Work has already begun. All members have traveled the country to collect evidence and analyze the progress of the process.

In Honduras, some count their dollars, their dead

November 15, 2010, the Lower Aguán in Honduras has been the scene of a massacre
again, five farmers committed against members
of the peasant organization Movimiento Campesino del Aguán (MCA).
The incident occurred at dawn on November 15, when two hundred
armed guards on the payroll of Mr. Miguel Facussé Barjum (1) tycoon
Honduran African palm, fired with heavy weapons
class on a group of peasants who came to present the papers
sending legitimate owners of the finca (property) El
Tumbador (municipality of Trujillo).

These killings are a new episode in the conflict that opposes agrarian

Unlike other Latin American countries where the cultivation of African palm
is growing very new - linked to the development
of agro-fuels - it is present in Honduras since the
1970. At that time, land reforms have indeed been promoted -
often by military governments, such as Peru and Honduras
- to reduce the pressure on large estates (large
properties) and control the peasant movement. The cultivation of palm
is therefore an important economic issue, which explains the one hand
strength and capacity of farmer cooperatives, and secondly the
greed of large landowners and entrepreneurs in industry
processing precious plant.

In early 1990, under the chairmanship of Mr. Leonardo Callejas
(National Party [NP], right), gets up the modernization law
and agricultural development (2), which amends the 1962
on Agrarian Reform. Following the same trend as in the rest of
Latin American countries, the new law favors "security
property" through individual land tenure and the incursion
growing private sector in financing the
agricultural production. The method - developed and promoted by the Bank
World - also known as the misleading "
assisted agrarian reform by the market."

The majority of farmers' organizations in Honduras
agrees on the fact that this legislation marks the beginning of an acceleration of private
reclaiming land formerly granted to
cooperatives in the agrarian reform in the 1960s.

Considering this monopolization to be illegal, farmers leave the land reclamation
. It is within this context that the MCA was born,
early May 2000, occupying the lands of the Regional Centre
Military Training (CREM), several thousands of hectares
used during the 1980s by the instructors of the Army
U.S. fighters to train the Nicaraguan Contras.

For MCA, the goal is to push for the implementation
legal provisions establishing the social use of land and agrarian
limiting concentration.

At first, the tension between peasants and landowners
is so strong that the president
(businessman Ricardo Maduro, PN) has no
choice to intervene in person. On October 12, 2000, 1124 hectares are
tenure on behalf of cooperatives of the MCA, however, that the National Agrarian Institute
(INA) take steps to cancel

However the victory was short-lived, for years, the situation remains volatile and
constant harassment.

June 12, 2009, an agreement was signed between President yet

Mid-February 2010, paramilitary groups in the pay of large landowners
, backed by the army and police attacked the encampments

negotiates the ratification of agreements signed before the coup of 2009, with the current Minister of Agrarian Reform

gouvernement et les paysans du MCA alors que la région est totalement
militarisée et subit une intense répression. Quarante personnes ont
été détenues pendant le processus de dialogue,
including the regional head of the INA, Mr. Coronado Avila Mendoza.
MCA leader, Rudy Hernandez, described the situation: "The region of low
Aguán was flooded with soldiers, 28 cooperatives were being

May 25, the daily La Prensa published an interview with Mr.
Facussé in which it stated that "the problem of Aguán
destroy the economy", thereby implying that the "climate

murdered. A few days later, a confrontation takes place between Great Zacate
occupants of reclaimed land and the inhabitants of nearby villages
, Mr. Facussé who gave the "title deeds"

4th Conference on the Protection of Amphibians

Fourth conference "Saving Amphibians" IDRO (Brescia) Italy

The United Nations declared 2010 International Year of Biodiversity target year for the implementation of actions necessary for stop the rapid loss of biodiversity worldwide. Different initiatives have shown the public interest in this topic, but unfortunately there is not enough political decisions and actions by governments to limit extinctions.


Ten years have passed since the first conference on Conservation of amphibians, established by the KARCH in Lugano at the prestigious Natural History Museum District, with the aim of defining strategies conservation for species most threatened amphibians in Europe at the dawn of the third millennium. The impact of road infrastructure and gradual pollution of their natural habitats are still major problems concerning the conservation of these species.


After so many years, it is necessary to check the success or failure of individual projects and initiatives to raise awareness of the problem and also present the results of studies for the conservation of this group.


Hence the holding of the fourth conference on "Protection of Amphibians".

This new conference will be held near another pre-alpine lake, Lake Idro, municipality Idro, one of which shows the Italian municipalities more attention to the conservation of the environment and amphibian populations. It is in this town has been built the first five passages to small animals in Italy (1980), made to protect a migrant population of common toads (Bufo bufo ), which is followed for the past 15 years by a group of volunteers coordinated by researchers at the "Project Toads."


The conference will be held in late spring, while protective operations of amphibians along the roads are taking place across Europe. It will be possible to directly participate in the annual protection near Lake Idro.


The fourth conference "Protection of Amphibians" will be important for sharing information and conducting assessments, to compare national and international experiences, to develop collaboration between scientists and people involved in protecting the environment.


The conference is open to schools, the voluntary sector and researchers, with a view of the relationship between thirst for knowledge and appreciation of environments and their biotic communities. We hope as many participants and contributions so that these three days of conferences are rich in ideas and proposals.


The works presented will be compiled in a publication of synthesis.
